12 volt solar panel

I am looking to put 2-130 watt solar panels on my boat. In reading about solar panels I see articles about 12 volt solar panels. My question is this, If I have a controller and a converter on board my boat, does it matter what type of panel I have? I am not sure what 12 volt panels are implying.
