cost of new electric car

I have heard about getting an electric car that has a manufacture sticker price of $40,000 for around $15,000 after all rebates and tax credits. Is there any truth to this? I have an 18 year old daugther that wants to sell her 2006 Scion T/C and get a Chev. Cruise but there is no way she can afford $20,000 much less sticker price. Can anyone lead me to get the most rebates and credits?
