Current oil production from North Dakota- 218,000 bpd

Since the existence of the Bakken fields have been known for some time and the techniques for extracting the oil have also, why hasn't the production been greater than it is? Currently according to the North Dakota official site ( (https://www.dmr.nd.gov/oilgas/stats/statisticsvw.asp ) oil production has been incrementally increasing for several years. It is currently 218,00 bpd ( 79,700,000 bpy). Some sources (Vincent Carroll, Denver Post) think the production will be up to 700,000 bpd in 4-7 years. At the rate Bakken oil production is increasing in the last several years that seems unlikely but who knows? Nevertheless an increase of 500,000 bpd, although not insignificant, is not a panacea for the US dearth in oil production. The US short fall in domestic oil production is about 11- 14 mbd ( this number depends on your source for information). We would need another 20 Bakken fields to make up the short fall. But it seems unlikely this is going to happen even if we drop more deep wells in the Gulf, drill off the east coast, drill off the North slope, or extract oil from Colorado oil shale.
